The Psychologist's· primary role is to serve as the Education Program Manager/Deputy Associate Chief of Staff Designated Learning Officer (DLO) Chief of Staff for Education for the Ralph H. Johnson VA Medical Center (RHJVAMC) planning, developing, implementing directing, evaluating, and coordinating the overall education programs for staff and employees. Applicants pending the completion of educational or certification/licensure requirements may be referred and tentatively selected but may not be hired until all requirements are met Basic Requirements: United States Citizenship: Non-citizens may only be appointed when it is not possible to recruit qualified citizens in accordance with VA Policy. ENGLISH LANGUAGE PROFICIENCY: Per VA Handbook 5005, Part II, Chapter 3, Section A, Paragraph 3j: No person will be appointed under authority of 38 U.S.C., chapter 73 or 74, to serve in a direct patient-care capacity in VHA who is not proficient in written and spoken English. Have a doctoral degree in psychology. Have successfully completed a professional psychology internship training program. Candidates must hold a full, current, and unrestricted license to practice psychology at the doctoral level in a State, Territory or Commonwealth of the United States, or the District of Columbia. Persons hired to psychology positions who completed an internship that was not accredited at the time the program was completed must be board certified by the American Board of Professional Psychology in a specialty area that is consistent with the assignment for which the applicant is to be employed. The board certificate must be current and the applicant must abide by the certifying body's requirement for continuing education. May qualify based on being covered by the Grandfathering Provision as described in the VA Qualification Standard for this occupation (only applicable to current VHA employees who are in this occupation and meet the criteria). Grade Determinations: Psychologist Program Manager, GS-14 Experience. At least three years of experience as a professional psychologist, with at least one year equivalent to the GS-13 grade level Demonstrated Knowledge, Skills, and Abilities. In addition to the experience above, the candidate must demonstrate all of the following KSAs: Ability to organize work, set priorities, delegate tasks, and meet multiple deadlines. Knowledge of and ability to utilize evidence based practices and clinical practice guidelines appropriately and ability to guide staff in using these tools. Ability to deal effectively with individuals or groups representing widely divergent backgrounds, interests, and points of view. Skill in managing and directing the work of others to accomplish program goals and objectives. Ability to translate management goals and objectives into well-coordinated and controlled work operations. Ability to establish and monitor production and performance priorities and standards. Ability to analyze organizational and operational problems and to develop and implement solutions that result in sound operation of the program. Assignment. For all assignments above the full performance level, the higher-level duties must consist of significant scope, complexity (difficulty), and variety, and be performed by the incumbent at least 25% of the time. Psychologist program managers have broad program management responsibilities for a specific program or programs that are designed to deliver specialized, complex, highly professional services that are important program components of the facility and that significantly impact the health care provided to Veterans. Programs include but are not limited to addiction, posttraumatic stress disorder (PTSD), mental health intensive case management (MHICM), mental health compensation and pension examination (C&P) programs, Psychosocial Rehabilitation and Recovery Centers, inpatient mental health, residential rehabilitation, domiciliary, palliative care, neuropsychology, and internship and postdoctoral fellowship training programs; management of an off-campus site; psychology program oversight and coordination throughout the facility and its affiliated clinics as a psychology executive, typically at lower complexity facilities. Decisions made by the Program Manager affect staff and other resources associated with the programs managed and are made while exercising wide latitude and independent judgment. The type of program managed and scope of responsibility are critical aspects of the assignment at this level. Responsibilities include operation and management of key clinical, training, research, or administrative programs to include full responsibility for managing the day to day activities of those programs. Responsibility may include supervision of staff but is not required. Psychologist Program Managers are responsible for strategic planning to ensure the provision of high quality services to meet the needs of the Veterans being served and planning, and developing and implementing short- and long-term goals and objectives consistent with the program's strategic plan. They have oversight of administrative and programmatic resources and deploy those resources in support of the program needs. They develop and implement programs, policies, and procedures to meet program goals, VHA policy and external accreditation requirements, and monitor outcomes using data-driven quality assurance processes, and implement strategies for improvement based on data analysis. ["In addition to serving as the DLO, s/he functions as the Deputy Associate Chief of Staff for Education (Deputy ACOS/E} and as such will serve as the alternate for providing oversight over trainee and affiliation work. The position will report to the Associate Chief of Staff for Education (ACOS/E} who will be the primary supervisor and provide the main oversight for all trainee programs and educational affiliations for the facility. The DLO serves as a resource and advisor to both clinical and administrative staff in the Development and review -of training and education plans and strategies for employees and staff at all levels. The incumbent provides o:v.erall coordination and integration between and among all services and programs in delivering cost effective, customer driven training, education and staff career development The incumbent maintains a focus on the learning needs of the entire medical center workforce and is responsible for developing multidisciplinary programs and learning aids to meet those needs. This system has a huge geographical outreach with approximately 2500 employees serving the South Carolina and Georgia veteran population. S/he functions as the Designated Learning Officer as well the alternate Designated Education Officer (DEO) providing leadership and assuming continuing and substantial responsibility for the coordination and evaluation of integrated education programs that cross services and/or discipline lines and support the organizational mission, vision, values and strategic priorities. . The professional psychologist will be able to function with a minimum of clinical oversight and is expected to make autonomous decisions regarding clinical issues. The psychologist is responsible for providing all psychological services to patients presenting with a mental health diagnoses, as well as those with complex diagnostic pictures of multiple Axis I and Axis II diagnoses. The psychologist has full professional responsibility for the psychological treatment of the complex clinical cases. Specifically, the incumbent is responsible for providing evidence-based interventions in accordance with accepted standards of practice. The psychological services should be informed by science. The psychologist is also expected to deliver services from a culturally competent perspective. The psychologist is expected to consult with fellow team members and other mental health professionals on a regular basis regarding individual mental health cases. The psychologist will provide clinical supervision to trainees and to other clinicians on the team, as necessary, if deemed appropriate by the Program Director. The incumbent engages in and/or supports the development and implementation of Mental Health related research at the Charleston VAMC and affiliated locations. The incumbent will be involved in the Psychology Training Program at the Charleston V AMC including direct supervision of psychology trainees ( e.g., interns and practicum students) and facilitation and coordination of services provided by all trainees treating patients as part of mental health services.
