A RECRUITMENT/RELOCATION INCENTIVE MAY BE AUTHORIZED FOR A HIGHLY QUALIFIED CANDIDATE. Captain James A. Lovell Federal Health Care Center is a Level IC integrated, interagency healthcare center. As the only fully integrated VA/DoD facility, the organizational structure and budget are exclusive to this facility. Staff consists of both VA personnel and Navy Active-Duty personnel and an SES(equivalent) Director and an Navy O-6 Captain Deputy Director. This agency serves Active Duty, dependents, Veterans and retirees. The facility has 86 inpatient beds to include critical care, mental health and surgery, and medicine and provides comprehensive outpatient and inpatient services with a full range of primary, secondary, and tertiary care services. Extended Care services include nursing home care unit beds, a Home-Based Primary Care (HBPC) Program, inpatient hospice care and respite services. The Quality Management (QM) Chief is the top executive within quality, safety and value and is a key member working with the senior executive leadership team of the organization, involved in strategic planning, organizational assessment, and program development. The QM Chief has the authority and responsibility overseeing quality (quality management, performance metrics, risk management, infection control, survey accreditation/readiness, and utilization management) safety (patient safety), and value (office of continuous improvement, high reliability organization, and LEAN). Duties include: Serves as a member of all medical center-level Councils and Committees that govern and influence the operations of the medical center. Acts as part of Executive Leadership Team, along with the Medical Center Director, Deputy Medical Center Director, the Associate Medical Center Director, the Chief of Staff, the Associate Director of Patient Services, and the Assistant Medical Center Director. Performs as the chief spokesperson for organized high reliability and is the catalyst for the integration and collaboration of services to deliver safety, quality care in the mutual achievement of patient-centered and organizational goals. Participates fully in upper-level management decisions to speak on behalf of quality, safety and value and other hospital administration issues. Fully involved in strategic planning at Lovell FHCC and within VISN 12. Executes leadership that is characterized by substantial and continuous responsibility and accountability for population groups or integrated programs that cross service and/or discipline lines and influence organizational mission and health care.
