The incumbent is a social worker assigned to the Captain James A Lovell Federal Health Care Center (FHCC) in North Chicago, IL providing services to Veterans, Active Duty Service Members, Retirees and their Dependents at the FHCC Main Campus and in Community Based Outpatient Clinics (CBOC) in Evanston Illinois, McHenry Illinois and Kenosha, Wisconsin. The incumbent has full supervisory responsibility for the residential and outpatient addiction treatment program and the residential PTSD program and for the functioning and performance of said programs. The incumbent is considered to be an expert on PTSD and addiction treatment in the FHCC setting; work products are considered authoritative. Functions as an essential member of the interdisciplinary treatment team. Provides behavioral expertise, education, and clinical guidance to staff in the management of Veterans and Active Duty Service Members served by the Programs. Assesses the need for referral for additional psychological services for Veterans and Active Duty Service Members served by the Programs. Coordinates with providers within the Mental Health Directorate and the FHCC when other care such as psychiatric or palliative care is involved. Provides specialized care, such as, Evidenced Based Practices, which may include Cognitive Behavioral, Motivational Interviewing, Cognitive Processing Therapy, Prolonged Exposure Therapy, Eye Movement Desensitization and Reprocessing, and Problem Solving groups. Establishes and maintains sound therapeutic relationships and exercises professional judgment in providing treatment to Veterans and Active Duty Service Members. Provides specialized care in the form of psychotherapeutic intervention for Veterans and Active Duty Service Members served by the Programs whose assessment indicates a need for the advanced skill and training. Has authority over, and is fully accountable for all aspects of clinical care and administrative, fiscal and personnel management related to the provision of specialty services to Veterans and Active Duty Service Members seeking care within the PTSD and Addiction Treatment Programs. Provides direct supervision to the professional staff and the Supervisory Program Specialists of the Programs, is responsible for assigning work and performance goals and is primarily responsible for the completion of their performance evaluations in conjunction with their discipline specific leader. Responsible for program policy development and implementation related to all phases of care in coordination with various clinical, allied health and administrative functions within the ATP and Residential PTSD Program. Ensures program compliance with policies and procedures of the Mental Health Directorate, the Mental Health Special Emphasis Department, the Federal Health Care Center (FHCC), the Department of Veterans Affairs, and the Department of Defense, Federal rules and regulations, and with regulating, oversight and accrediting bodies such as NEPEC, JCAHO, SOARS, OIG and CARF. Organizes and facilitates clinical and administrative Program treatment team meetings; communicates with the Department Head of the Mental Health Special Emphasis Programs, the Clinical Associate Director of Mental Health or designee, and FHCC Leadership regarding issues relevant to the ATP and Residential PTSD Programs; and is responsible for responding to Congressional and Veteran's group inquiries. Responsible for maintaining high standards through the review and judicious application of evidence-based practices, practice guidelines, and best practices methodology and the outcome of all direct patient care programming and support activities. Develops and monitors quality management and performance improvement practices, program goals and objectives and periodically evaluates and, when appropriate; modifies such goals and objectives, especially in accord with a changing VHA, DOD and FHCC environment.
